Park in the Hollywood & Highland Shopping Complex. Get a coffee and get your parking validated. There are lots or restaurants and shops in the complex.

It was my first time in LA but to be honest, I found that there wasn't an obvious rush hour as so many people have all sorts of jobs that are not standard 9-5 office hours. Everyone drives rather than using public transport so traffic is often slow. More chances to take good photos if you are stuck in LA traffic! Hope that helps. Have a great visit!
