Duggan called for an expansion of the state’s Transformational Brownfield Plan, which discounts developers' taxes on the backend of a project, as opposed to upfront cash incentives, and said several other projects around the state would also benefit from doing so, including a proposed redevelopment of Lakeside Mall in Macomb County.

Duggan's speech, which will be his final State of the City address as mayor, takes place at 7 p.m. on March 25th in the new development on Woodward.
