The “potential tropical cyclone” designation is given to storms that have not yet formed into a typical tropical depression or storm but could form and impact land. Under previous longstanding NWS policy, it has not been permitted to issue a hurricane or tropical storm watch or warning until after a tropical cyclone had formed.

PTC 9 is expected to "strengthen significantly" over the next few days, becoming a hurricane by Wednesday. When the system gets a name, it'll be Helene. As of the latest advisory, PTC 9 is about 100 miles southwest of Grand Cayman. It's moving north-northwest at 7 miles per hour with maximum sustained winds of 35 miles per hour.

On Monday at 11 am, the National Hurricane Center issued an advisory for the potential tropical cyclone. The potential tropical cyclone is 130 miles south-southwest of Grand Cayman and 350 miles south-southeast of the Western Tip of Cuba, with maximum sustained wind of 30 mph. It’s moving 6 mph to the north.
